Landlord licensing by council — England

There are three kinds of licensing that can apply to a rental: mandatory HMO licensing (national — always applies to larger HMOs), and each council’s own additional and selective schemes, which can extend licensing to smaller HMOs or every rental on designated streets. Letting a licensable property without a licence risks unlimited fines, civil penalties up to £30,000, and rent repayment orders.
